Quality School Leadership for Effective Learning Workshop
Related event of 2010 ENIRDELM conference in Hungary

Background information
Tempus Public Foundation (TPF) is a non-profit organization established in 1996 by the Hungarian Government, with the task of managing international cooperation programmes and special projects in the field of education, training and EU-related issues especially related to the Lifelong Learning Programme of the European Commission. Among countries participating in the ministerial cooperation of CECE (Central-European Cooperation for Education) an international project was implemented from January 2008 till May, 2009 with the title The Role of School Leadership in Creating a Learning Environment that is Conducive to Effective Learning with Special Regard to the Improvement of the Quality of Teacher Activity.
The aim of the project, in cooperation with Austria, the Czech Republic, Hungary, the Slovak Republic and Slovenia, was to develop a regional synthesis document based on country reports written by experts from the participating countries. The project, coordinated by TPF, was based on the results of the OECD report on the effect of school leadership on the efficiency of learning (Leadership for Learning). The country reports were discussed at 3 international workshops and they present current policies and practices in the five countries from the field of school leadership. The synthesis report identifies regional conclusions and policy recommendations for decision makers.

At the closing event of the mutual work in 2008 and 2009 the partners from the given countries mutually expressed their intention to continue the started activities in the frame of a new international initiative.
The present project
In the framework of EACEA/07/09 Support for European cooperation in Education and Training, Part B – Support for transnational cooperation in the development and implementation of national and regional lifelong learning strategies program Tempus Public Foundation was awarded a grant in order to launch a new international project in 2010 on the topic of school leadership.

The country reports developed in the previous project and other international research show that no comprehensive and well-working standards with special regards to key competences exist in the given Central-European countries for defining basic competencies important for efficient school leadership, which is a great deficiency. This project aims at developing such framework for school leaders on an international level in order to fill in this existing gap in the quality assurance of leadership in education involving Austria, the Czech Republic, Hungary, Slovakia and Slovenia. Later, the system will be adaptable to each country’s own educational conditions.
The planned results of the project are drawing up a common set of competency standards based on key competences and qualification framework for school leaders, promotion of education reforms in the partner countries, getting acquainted with the best practices and supporting the development programs undertaken in the participating countries. The project activities will be implemented in the framework of international workshops and peer learning activities.
The partners from the countries involved are institutions responsible for the development of educational leadership and are actively supported by the ministries responsible for education in each country. In the case of Slovakia the Ministry of Education itself is our project partner. This will ensure the effective implementation of project results and the sustainability of the project on national and international level.
The given partners are the following: University of Innsbruck, Austria; National Institute for Further Education, Czech Republic; Ministry of Education, Slovakia and National School for Leadership, Slovenia.
The planned workshop as related event of 2010 ENIRDELM conference
In September 2010 the ENIRDELM holds its regular yearly conference in the city of Szeged in Hungary. The conference would serve as a good opportunity for all project partners to meet and involve the results of the initiative in the operation of the Network, as many of the experts participating in the project are also members of ENIRDELM.
After negotiations with KÖVI, the organizing organization of the conference, there are plans to hold the dissemination event of the present project in the form of an international one day workshop on the day preceding the conference at the same locality. Linking the two events together will support the integration of the project results into the international network behind ENIRDELM and reinforce international recognition and acceptance of the importance of educational leadership. The workshop could also serve as a good opportunity to disseminate the results of the Hungarian TALIS - Teaching and Learning International Survey. The target group of the international workshop is 50 experts of educational leadership, decisions makers, practitioners and representatives of international professional organizations.
